I am having a little problem with the grammatical structure of my English version of this:
Die ZZ Universität verleiht Herrn XY ... den Grade eines Doktors der Naturwissenschaften nachdem er im ordnungsgemässem Promotionsverfahren usw. seine wissenschaftliche Befähigung erwiesen hat.

I would normally use the term "has graduated", but then again I hear that I should say "was graduated" with a Doctor of Science degree after meeting the requirements, etc. .."

Is it active or passive in this context?

I'd say "was awarded the degree" rather than "has graduate from" (you'd need a name of school following)... Alternatively, you could say "has graduated with XXX degree "
