Сергей Мавроди, который и написал сценария для этого фильма, преподнес «величающую аферу 90-х» под оправдательно-разъяснительным соусом: дескать, мне не дали возможности озолотить свой народ.

в данном случае мне кажется непонятным перевести "дескать" как "I say" (как это предлагает словарь). Более понятным эквивалентом мне показалось actually. Но может кто-то знает более точный вариант?

переводится личными формами глагола say он, дескать, не знал — he says he didn't know ты, дескать, сам виноват — they say it's your own fault

"Дескать" можно рассматривать как синоним "мол". В общем, автор текста дистанцируется от слов цитируемого персонажа, то есть: это он сказал, не считайте это моим мнением.
