This is in connection with the MHLW's (Ministry of Health, Labour and Welfare) raising of medical fee compensation in 2010. If anyone knows how to say 「診療側委員」, that would be very welcome as well!

Here is the original sentence:

「一定の条件で通常の自己負担とは別の料金を徴収
できるようにする措置に対し、患者など支払い側委員は削除や慎重な検討を求めた。一方、
医師ら診療側委員は、薬だけをもらいにくるケースなどで現場が疲弊していると理解を求
め、議論を続けることになった。」

Thanks for the translation. I was getting thrown off by the "委員" part of it, but in English it really does appear to be just "payer".
