The following extract is from a "Pliego de Condiciones" for a public tender. It seems to me that there is something wrong/missing in the phrase "por este regulado", but I have asked the client who is unable to shed any light on it as they did not write the text. Am I missing something obvious or is there probably an omission/typo in that part of the quote below?:

"Al mismo tiempo, el ADJUDICATARIO se obliga adoptar las medidas de seguridad necesarias que eviten la divulgación, duplicidad, reproducción o comunicación sin autorización, obligándose al mismo tiempo a comunicar y exigir al personal que destine a la ejecución de los trabajos por este regulado o cualquier profesional que contrate, idéntica obligación de confidencialidad a la establecida en la presente estipulación y de su responsabilidad en caso de divulgación ilícitamente"

Explanation:
The phrase would be "los trabajos por este regulado". It is a bit clumsy but I would read it as "...the staff employed to carry out work managed by the latter"..
