That changes the meaning completely, and in fact your second suggestion doesn't even make sens in EN.
"To suggest using ... instead of using..." means one thing
"To suggest not using..., but using ... instead" means the opposite
In your suggestion, you are mixing up the negative version with the positive version, and the end result is meaningless. I hope that by rephrasing it slightly like this, you can see more clearly how it is being used here.
I think the problem arises because the s/t uses the infinitive (to use) because it follows on from 'encourage', instead of the gerund form (-ing) which is perhaps more familiar. |
