I am translating a report on an audit carried out in a chemical plant.
I don’t know whether the phrase ‘’project tracker’’, as used below, refers to a tool OR a person monitoring progress of projects.

Any help would be greatly appreciated.


‘’FINDINGS/AREAS OF POTENTIAL IMPROVEMENT

-KPI’s and goals are defined, but there is no evidence of detailed action plans at production department level to reach their goals ( identified projects with progress trackers).
- Process engineer is building a powerful excel file which is used by manufacturing controller to provide KPIs on cycle time and SRC ( Second Run Capability ); there is no evidence that the process engineer is using it in a systematic way to define improvement actions through analysis of the data.

1. On top of KPI’s definition, each production cell should

Because of the use of the term role, I think this is most probably a person.

HERE IS A DISCUSSION OF SUCH A ROLE:
A project tracker has the same role: collecting actuals (project data), analysing the data, and producing reports for management, sponsors, and other controlling parties. I tell my students that although these individuals may perform an important role, they are usually not leading or managing projects with authority as we would usually expect from people holding the project manager title.

This is out of my area. However, I think based on the context, it is neither a person nor a tool.

It seems that “project trackers” and “progress trackers” are synonyms in the text, and they form part of what the audit calls the use of KPIs “in a systematic way”. My guess here is that project trackers are metrics. They are not the KPIs themselves, but other metrics that form part of the “detailed action plans” and that tell you along the way whether the plans are working or not.

I believe this is a plausible possibility, as http://www.ekgroup.co.uk/content/tools/tangonet.asp shows.
