This is an official government article introducing a new computerized tracking system. They are pointing out the weakness of the former system. What is confusing me is the fact that "naturaleza" is feminine and "tecnológico" is masculine, so the "weakness of the previous technological situation," my first thought, doesn't work.
The complete title of the section is "Debilidad del estado de naturaleza tecnológico previo."

(Despite the fact that they make me choose (below) I welcome answers in Spanish or English alike.) Thank you very much in advance.

Explanation:
I agree there is no grammatical coherence to the translation you propose; however, I believe this may be due to editing of the original document in Spanish and the subsequent failure to change the adjectives in gender. That is the only logical explanation I can find.

Of course, I do not know this for sure, which is the reason my confidence level is only "2" or low.

If you can, check with the original author in Spanish to see if it was an oversight while editing the document in Spanish.
