Explanation:
I suspect that this is not about resale of the phone numbers in the list, but of the service provided. It might seem like a good idea to somebody to set up their own, chargeable, advice service and just get the answers to queries from the free help desk. A bit like publishing and selling KudoZ-derived glossaries!
