agree  Andrei Mazurin: Именно "первый". Только это, по-моему, не Устав, а Учредительный договор (Memorandum of Association), пункты 3 и 4 (REGISTERED OFFICE и REGISTERED AGENT).

agree  Kiwiland Bear: Actually, the point is moot - "first" here means both "main" and "happening, appearing, occurring first". It's not an either/or case. However, since we are looking for a translation, I believe "основной" is the more important part of it.
