Portuguese term or phrase: matriz originária
I seem to be running out of imagination. Would anybody care to spark some fresh ideas in me? The context is a political speech extolling Portuguese democracy.

"O Parlamento forma-se no voto livre de cada um de nós, voto com poder igual, que nos vem do estatuto comum de uma dignidade sublime e igual. Esta ligação da democracia com os direitos humanos constitui a nossa **matriz originária**."

Any suggestions would be better than my present writer's block.

“UBUS is not near to where we wanted it to be by this time in my Eldership, but it has achieved a presence, it is strong; it is committed; and it is assured its survival because it is ingrained in the very fabric of our people: UBUS has served Black people where we found them in need in their day to day lives.”

matrix

Explanation:
"Matriz originária" é redundante. Eu traduziria por "matrix", apenas.

original matrix

Explanation:
Brazilian politicians do enjoy complicating things. I would assume this is their way of refering to something as simple as original idea of having a completely democratic government.

Explanation:
in this sort of speech, I suggest not being too literal - matrix is not an everyday term readily understood by the target audience, in my opinion. "Source" I think leaves a question in the mind in the phrase you are dealing with.

agree  Muriel Vasconcellos: I've been thinking about this question and also wanted to use 'fabric'; 'very' is excellent.
