original matrix Explanation: Brazilian politicians do enjoy complicating things. I would assume this is their way of refering to something as simple as original idea of having a completely democratic government. |

original framework/structure Explanation: in this sort of speech, I suggest not being too literal - matrix is not an everyday term readily understood by the target audience, in my opinion. "Source" I think leaves a question in the mind in the phrase you are dealing with. |
