This is from a paper on Whisteblowing and the thinking process that a whistleblower goes through...

"Este proceso de discernimiento, iluminará, cuando proceda, la toma de decisiones; pues, obviamente, no es lo mismo que el problema se plantee en clave del sistema en su conjunto (nivel macro); que el problema surja de la propia organización (nivel meso) es decir: que dimane de su cultura, de su estrategia, de sus estructuras, de las políticas o de los procedimientos al uso; o que, finalmente, el foco haya de ser puesto en el plano individual (nivel micro), cuando personas concretas actúan con falta de ética.

Por lo demás, bien pudiera darse el caso de que el Whistleblower se encuentre con problemas éticos en cada uno de los niveles.

Explanation:
"Estimativa" means "Facultad del alma racional para juzgar el aprecio que merecen las cosas" (and also "theory of values" in philosophy, but I don't think that's involved here) (DRAE). So it is an ability to make moral judgments. It's close to "moral standards", but "loss of moral standards" could be understood to mean "being less moral", and it's not precisely that. I think "moral sense" would do, but I think the most precise equivalent is "moral discernment".
