This term is simply one of those descriptive items on a "bulletin de paie." I know this is a statutory social tax, but does any one have a way to phrase this on a pay slip so that it is appropriate and descriptive at the same time (without having to use an extended footnote?)

It seems to be a fund that is paid into by employees (taken out their paychecks), which in turn helps seniors and the disabled leave more independent lives or gain more "autonomy" in their own lives (home nursing help, etc)

La Caisse nationale de solidarité pour l’autonomie est un nouvel établissement public créé par la loi du 30 juin 2004. La loi sur l’égalité des droits et des chances des personnes handicapées du 11 février 2005 a précisé et renforcé ses missions.

La Caisse nationale de solidarité pour l’autonomie (CNSA) a pour rôle d’animer la politique de compensation de la perte d’autonomie et d’en garantir l’application égale sur tout le territoire dans le cadre d’une convention d’objectifs et de gestion passée avec l’Etat.

La création de cette caisse, dédiée à la prise en charge de l’autonomie et placée sous le contrôle du parlement et de la cour des comptes, apporte par ailleurs la garantie que les crédits issus de la journée de solidarité seront exclusivement consacrés aux actions à destination des personnes handicapées et des personnes âgées.
