Explanation:
I think Beleghaus is short for either Belegklinik or Belegkrankenhaus.
In the U.S.A. this is apparentely called an open hospital.
This is what I found in the Internet: open hospital, n.,

I agree with David Tracey that the Brtish term seems to be general practitioner hospital.

1.4 Since most cottage hospitals and general practitioner
hospitals are community based, it was decided early in
the life of the Liaison Group that the word 'community'
should be incorporated in any definition regarding these
hospitals. The group agreed on the following definition:
"A general practitioner community hospital can be
defined as a hospital where the admission, care and
discharge of patients is under the direct control of a
general practitioner who is paid for this service through
a bed fund, or its equivalent. "
