Asker: oui, c'est ce que j'ai trouvé aussi... mais la question est de savoir si ça s'applique réellement à ce contexte? Car les tactiques/manoeuvres dilatoires impliquent l'idée de triche, de rétention d'information pour tromper l'ennemi... non?

Asker: c'est l'idée oui :) Bonne piste! Je pencherais donc pour la "tactique de l'écureuil" (expression utilisée pour parler des économies faites par les sociétés dans les périodes d'abondance, pour faire face aux périodes de vaches maigres), sauf autre idée plus probante :) Merci pour cette excellente piste :))
