French term or phrase: référentiels des politiques publiques
"La question de la légitimité politique des métropoles est une question essentielle qui n’a généralement pas été abordée dans la pratique depuis que les territoires métropolitains sont devenus des référentiels des politiques publiques."

This is ambiguous to me. Can anyone clarify please?
Many thanks for any help

In this case, "referentiel" is closer to "frame of reference" than "benchmark."

BTW, here's referentiel in Larousse:

référentiel nom masculin
frame of reference

official policy standard

Explanation:
One may need additional context to decide. I am assuming the discussion centres around local politics.

The issue of political legitimacy...is not usually raised.... because municipal territories/borders have become the official policy standard.

Amend "municipal" to read "metropolitan". (Municipal is a word for me to use in a translation I was taking a break from. Blush!).
