The issue of political legitimacy...is not usually raised.... because municipal territories/borders have become the official policy standard. -------------------------------------------------- Note added at 19 mins (2011-06-06 11:36:34 GMT) -------------------------------------------------- Amend "municipal" to read "metropolitan".
