Spanish term or phrase: HACE CONSTAR
Hola!

I would appreciate some help with translating this expression in the context of a police report...

DILIGENCIA DE INFORME.- En xxxxx , en el Grupo de Atestados de Policía Local, cuando son las 00:00 h. del día xx/xx/xx, por el Policía con CP. núm.xxx y el Policía con CP. núm.xxxx, que actúan como Instructor y Secretario respectivamente para la práctica de las presentes diligencias, HACE CONSTAR:—

---Que en relación a las Diligencias de Prevención núm.

My attempt is state, record or stated/recorded ( Is the present or the past tense more appropriate here?)

Thanks..

Podría ser CERTIFIES, pero preferiría el plural pues se trata de dos policias.

Declares

Explanation:
In legalese, such as in an official report, a person or group of people make a declaration of facts that can then be entered into evidence. Hace constar is translated as "declares".
