En esos documentos, interpreto que "shift bars" no se refiere a un tipo de barras, sino a desplazar/correr/trasladar las barras de refuerzo: ¡shift es un verbo! Lo que me dio la pauta, fue la ilustración "(c)" de este documento:

Encontré una imagen bastante borrosa (segundo cuadro de diálogo de la primera imagen), donde puede verse que el ajuste a aplicar es "joggle up" o "joggle down", pero probablemente también tengan "joggle right/left":

Ahora bien, para este diccionario, "joggled" es "acodillado":

He encontrado por ahí el manual de ProConcrete 3D, y dice:

Rebar Collision Check
The Action dropdown lists allow you to select an action
that occurs where aligned bars collide. The available actions
include Joggle bars and Move bars.

y luego tenemos los iconos de las herramientas:

BREAK AND JOGGLE
This button is used to break a longitudinal bar at the point
specified, into two individual longitudinal bars, and joggle
(crank and lap) the bars at the same specified break point. This
button can be also be used to break and joggle multiple bars that
belong to a rebar zone, by use of the CTRL key when selecting.

JOGGLE REBAR
This button is used to joggle (crank and lap) two individual
rebars that are currently aligned and meet. These aligned
bars may clash or have a gap between them before using this
button.

JOGGLE REBAR AROUND OTHER REBAR
This button is used to joggle (crank) one rebar such that it
will not collide with an opposing transverse rebar. These
bars may clash or have a gap between them before using this
button.

Como ves, "joggle" significa doblar la barra en forma de "manivela de arranque", es decir, acodarla. La literatura que encontré no es uniforme, y menciona también "doblez" y "doblado". Para "lap" usan "solapamiento", "traslapo" y "traslape".
