The text is from a recent NYT article on a creative agency in China ("In China, Art is Making a Commercial Statement"). The agency has several members who work in various branches of art. They work with young artists on a project basis and the main idea is to make unknown young people develop projects for bigger companies.

"Depending on the type of project, members of the artists’ group make 20 percent to 90 percent of NeochaEdge’s fee, which can range from $10,000 to $100,000.

The compensation, Ms. Chen said in an e-mail, is “more or less the same as a senior designer at an in-house agency makes in China.” But, she adds, “there is much more freedom and opportunity to build your name."

what i do not understand here is:
1 - the agency has a membership fee and members pay 20 to 90 percent of this? (if so, the amount seems too much for the poor fellows because according to the same article they don't earn that much for a project)
2- the fee is about the payment companies make to the agency (for any project) and members who work on the relevant project earn 20 to 90 percent of it?

or what should i take this for?
