El texto dice que, si el material y su cubierta protectora quedan completamente saturados de agua, quedarán dañados y se agrietarán aún más cuando el agua acabe secándose y los exponga a los elementos. Si quitamos la paja de la frase vemos que el texto dice claramente "Saturation [...] compromises their structural integrity [...] and increases the degree of shrinkage cracking".
