Hello everyone,

When paid and reasonable jobs can be provided within the prison (such as prison maintenance tasks or food preparation) staff should consider giving priority to any prisoners, who may be especially needy of extra income. For prisoners who lack connections in the outside world, staff can stock up basics necessities such as clothes, shoes, and toiletries, and distribute them to prisoners in need. There is also the issue of facilities where purchase and authorised possessions list are in place. Staff must consider the needs of LGBT prisoners and adapt these lists accordingly.

I'm not sure I understand correctly the "facilities where purchase and authorised possessions list are in place" part.
I know the meaning of each individual word, but I'm not sure about the overall meaning of the phrase in question.
In particular, the "are" seems very strange to me -- if "are" refers to list of possessions shpuldn't it be "is" instead?

My own interpretation: there is a problem with places where prisoners can buy things (probably there are no such places sometimes) and there is a list of things/items that prisoners can buy.
