Then I found this song where the meaning is "rap" is a little hazy, it could be in a musical sense, it could mean "let's talk", or both.

"Dar uma letra" dá a impressão de que a conversa vai ser breve. Do contrário, poderia ser "levar um papo", "dar um lero", etc. Pelo que eu entendi, parece que há discordância com relação ao registro linguístico. Ou peguei o bonde andando?

O simples fato de falar "rapá", ao invés de "rapaz", diz tudo sobre esta pessoa. Quem é do Rio de Janeiro sabe que "dar uma letra" é uma gíria muito usada nas ruas da cidade e principalmente nas favelas. Seria necessário encontrar uma expressão idiomática correspondente em inglês, i.e., do mesmo calão.

No one "just" wants to talk with somebody (I'm currently reading Deborahy Tannen's "That's Not What I Meant." There are always motives, goals to accomplish, overtones, ways of jockeying for the upper hand, etc. For example, 'have a word with you' impresses me as coming from a position of superiority and 'taking charge'. There is definitely a specific upcoming topic. A parent would say it to start an uncomfortable conversation with a teenager. It would be unusual for a child to address a parent that way; it would sound a bit cheeky.
'Chew the fat' would suggest two equals with no particular topic, as in 'Hey, how'ya been? Wanna have a cup of coffee and chew the fat?' But that's middle class informal, not "malandro". Another middle class approach might be 'lemme tell you something'.
