"reports" here means "amounts carried forward" or something like that, "hausse" and "baisse" must be something to do with being higher or lower

From a supply contract between a manufacturer and sub-contractor

I'm not sure that it's truely a debit/credit as such because they are talking about the target turnover being revised upwards or downwards based on the targets/trading during the previous year.

I think that as long as you make sure that you specify "carried foward" for "reportée", "upwards or downwards revisions" could cover it. Otherwise "upwards or downwards revisions carried foward".
