I can not think of a natural way to say this - I have tried with the endorsement of/guarantee of.. but they don't seem to be right: not what we would say.

Maybe you can rephrase this sentence to make it sound more natural. I'm thinking maybe of something like:
"In 1993 the OB/GYN service is created, including an Assisted Reproduction Unit. This remarkable Unit has performed more than 15.000 .... xxxx and xxxxx, (which ensures highly experienced services)" [or something like that]
