I am having difficulty translating this term, taken from a geotechnical report on the construction of a kiosk and swimming pool.

It appears in the contents section, as follows:

2.1.- resultados de la inspección de campo. síntesis de la geología local


2.2.- replanteo de las prospecciones y cota de comienzo 2.3.- resultados de los ensayos y pruebas in situ 2.3.1.- ensayos de penetración dinámica

If you do a Google search, you'll see the Spanish term "cota de comienzo" is no specialised, technical term - the author could have said the very same thing with other words.

It simply refers to the level of the ground where something starts. If you scroll down to the relevant section, you'll probably find out what exactly starts at that level.
