This is doesn't seem to be "hard core" because in the context it doesn't sound right. It must be something else. Would this just be the "core of consumers"?

Context:

agree  manducci: consumer base is concentrated - don't think 'diehard' works in this context Possibly, but I don't think either works to tell the truth. 'Core consumers' or 'consumer base' are infinitely better.
