Right, in the light of that very important extra context, this does seem rather to clinch it.

Note that even as a location or place, 'site' might have more than one meaning: some large companies may operate from several different locations — for example, office HQ, production site, regional distribution depots, etc. These would be referred to as 'sites' belonging to this company.

However, it might also be referring to customer sites — depending on what activity this is, and what sector they're in, they might have engineers assigned to specific customer premises.
I think what they must be referring to here is the association within their IS of one particular engineer with one particular location.

In IT, a physical site (as included in an IS, for example) can be 'modified' by the 'value' of other variables — and some of these might be indirectly derived from other 'objects' (cf. the kind of errors you get in Excel with 'value not found' etc.)
