一年转到下一年？那么为什么说至少积累15天？如果三年里积累14天，是不是第四年就还是只有5天病假？

Up to at least 15 days of accumulated sick leave must be carried over from year to year。

不是说"至少积累15天", 而是积累病假的总天数中，至少有15天要计入下一年。例如某人三年内未休病假，那么这十五天病假要顺延到下一年。如果此人第四年仍未休一天病假，共积累了20天病假，那么公司有义务将至少15天的病假沿如下一年，当然多多益善。

"to" at least 15 days. 为什么要用介词 "to"呢？因为积累的病假天数可能还不够15天，这种情况下当然要将所有病假天数的总和计入下一年。

Explanation:
Accumulated sick leave to at least 15 days must be carried over from year to year= Sick leave "accumulated to" at least 15 days

“to” doesn't mean "up to"，因为UP TO是“至多”的意思，到15天就不再计算。而这句话的意思是，如果你积存了15天病假，这15天就永远跟着你了。到第4年你会有20天的假，第5年又25天，依次类推。
这是鼓励员工不休病假的一种措施。美国的病假，难免被员工ABUSE，因为他们CALL IN SICK就可以了，多高级别的人有时也会装病。起晚了来不及上班就说病人，是常有的作法。
这个政策的意思是鼓励员工少用病假。等于是一项福利。如果前3年您用了14天，就不会带到下一年，因为这不符合AT LEAST 15天的规定。一天病假也没请，积累到15天了，就带着到下一年。

因为一年[最少]有权享有5天病假,那么这15天病假应该是指第一年就累积到了,而不是3年.
原文有逻辑错误,估计漏写了一句话,就是"每年最多可享有15天病假"
