Effectuer et prendre en charge l’ensemble des formalités administratives liées au transport ou au changement de pays (déclaration en préfecture, douane, …).

This is one of the requirements on the part of the supplier in a list of specifications. I understand that by "prendre en charge", he/she must bear the costs of any bureaucracy charges, however I'm finding it difficult to understand what is meant by "effectuer l'ensemble des formalités administratives". What does "effectuer" mean here?
