Como esa arma asesina, se calcula que hay otros dos millones en Colombia, 600.000 en las calles de Bogotá. Todo un mercado negro, que en un solo año movió 10.000 millones de pesos en la capital del país. Y eso que la cifra corresponde solo al número de piezas incautadas por la Policía -más de 5.000- entre revólveres, ametralladoras, carabinas y lanzagranadas.
Se trata, sin duda, de un completo arsenal, que hoy está en manos de bandas criminales, asesinos a sueldo, atracadores y ciudadanos que creen que es la única forma viable de defenderse.
Lo peor de todo es que conseguir y portar una en forma ilegal es ridículamente fácil. En Bogotá, basta con pagar 100.000 pesos por el alquiler de una pistola, o un millón de pesos si se quiere comprar. Al final, el objetivo será el mismo: hacer daño.
El fruto de este tenebroso comercio tampoco deja dudas. Según se desprende de los datos que suministra la Policía Nacional, el 82 por ciento de los 15.469 homicidios ocurridos el año pasado en Colombia se cometieron con armas de fuego. La mayoría tuvo relación con hechos de sicariato, venganzas, riñas, delincuencia común e intolerancia. En Bogotá, en enero, la proporción alcanzó el 64 por ciento.
Las que carecen de salvoconducto son apenas un componente de la telaraña criminal que campea en ciudades como Medellín, Barranquilla y Bogotá. Su presencia suele estar asociada a narcotráfico, pandillas, reclutamiento, extorsión, ajuste de cuentas y los llamados ‘combos’, como los que operan en las comunas de la capital paisa. Cada día se cometen entre 38 y 40 asesinatos en el país y el 80 por ciento se cometen con un arma de fuego.

You probably want to keep this as "communes" as "districts" would be more interpretation thaat translation. Example: Political violence spread in the rural areas of Colombia, and farmers fled to the ... It has 16 comunas (districts), 5 corregimientos (townships), ... Medellín is divided into six zones and these are subdivided into 16 comunas (communes). ..... Although Paisa culture is dominant in Medellín (the "Paisa Capital"), ...

agree  Altogringo: although I would specifically mention Medellín again, since most English readers aren't automatically going to know which of the three cities in the previous sentence is the regional capital.
