Pienso que podría ser "The weariness of prevention" pero como no soy hablante nativa de español no sé si lo capto bien. Agradezco todo tipo de ayuda. Gracias de antemano.

Admittedly, not a lot of references for this phrase (see one below) but it does seem to capture the phenomenon of reference. Although "cansancio" is used in Spanish, I think the issue is less "fatigue" per say than a "drift" or "slackening" over time as a result of a decrease in perceived danger.
