Aplica-se a proteção contra quedas, seja para acesso ou execução das tarefas, no uso de escadas móveis, escadas marinheiro e vertical, escadas plataforma, andaimes, plataformas suspensas, plataformas elevatórias, balancins e passarelas para telhado.
Para o acesso a cabines dos equipamentos móveis, incluindo os equipamentos ferroviários (locomotivas) devem ser atendidos os requisitos estabelecidos no Anexo 3 desta Instrução.
Para plataformas e escadas integrantes de estruturas aplicam-se apenas os requisitos referentes a guarda-corpo.

Thank you, Walter and Nick. I found both links very relevant. Walter's reference from OSHA carries a lot of weight, even more than the reference from Nick. The translationin said reference is "ladder cage" so that is what I am using. Thanks, Mike :)
