Explanation:
It is the rigorous health inspection service implemented by staff subordinated to the Ministry of Agriculture, which inspects all animal products (and some others too).
Any slaughter plant which intends to sell nationally in Brazil, or export its products, must be registered with SIF. And, by extension, I believe that any animal products to be imported to Brazil (and probably their production and slaughter facilities) have to be registered with SIF too.

DIPOA is the department within the Min. of Ag. which implements the inspectiion service. To give you an idea, in our local pig slaughter plant, there is a permanent team of SIF inspectors, who inspect the pigs at arrival, and especially on the slaughter line, where every carcass and internal organ will be visually examined. Approval by SIF is a very high guarantee of quality.
