neutral  Jennifer Levey: The phrase is concerned with the 'shape' of the square-wave, not the 'resolution'. // noise wouldn't usually be visible in a square-wave test, which is done 'locally'; other info in my answer.

-> You might be right. But how about the presence of noise? "pobre" generalizes the bad quality of the test.

Explanation:
i.e. the 'square wave' is not very 'square'

--------------------------------------------------

A square-wave signal is often used to check the frequency reponse of an electronic system. Typical faults causing a poor result are inadequate low-frequency response (the top of the 'square' slopes down from L to R), ringing (the leading edge of the square swings above and below the level of the top of the square), etc.
In many applications, a square-wave qualified as 'poor' would be scarcely recognisable as a 'square-wave' at all.

--------------------------------------------------

Note that 'overdamped' in the source text refers to a system that has been set up to curb ringing (unwanted high-frequency oscillation mentioned above), and the probable consequence is that that the low-frequency response has also been impaired, seen as a downward slope of the top of the square-wave.
