Explanation:
Concession is also not quite right, because it has a specific meaning in the mining code. It is land acquired for public purposes. Legally like an easement or right of way for a railroad, only much broader, to leave room for all the mining facilities. The term is very well defined in the GDT, but unfortunately no English equivalent is provided!

So they mean land to be set aside within existing UFAs (FMUs - Forest Management Units) for the needs of future mining operations. Maybe someone else can think of an appropriate term.
