I understand this just to mean that the sheet should be “clean”. One of my previous questions was “feuille vierge” for which one answerer suggested “clean” as one possibility, and I think they are referring to the same type of thing here ....

Black spot is certainly the correct translation. Presumably as I suggested in the discussion, they simply need to verify that this is not a roll of pvc that has 'black spots'.
