Arabic term or phrase: مستشار ثقافي في سفارة
حضر الحفل المستشار الثقافي في سفارة دولة كذا في عاصمة دولة كذا.

I'm not sure if this position is the same as :Cultural Attache or if it should just be translated as Cultural Consultant or Cultural Advisor.

Yes, I prefer the word consultant, unless the person is an officer body of the embassy. So it depends on your context.
Best of luck!

Cultural Advisor

Explanation:
I would go for the cultural advisor, but you need to verify with client whether this person's role is in addition to the attache. If you are translating a document from public domain, and client is unavailable to answer, Google the name.. you might be lucky.

Asker: Thank you, the document is from a public domain, and when I googled the name I only got the previous posts held by this person so that's why I thought I'd ask for your opinions.

Asker: Thank you. In the link you provided they use "Attache" and "Consultant" interchangeably. See title and picture captions.

Asker: Yes that's what I thought with attache, but I could see them being used interchangeably on the internet, so that got me confused. Thank you.
