The source text was kind enough to say 「シャー(紙断裁機)」. So it's obviously a paper cutting machine but how do you transliterate it in English? Could it be a short form of "shredder"?

Explanation:
Eijiro shows that 「シャー」can be read "shear", and a web search shows there are "paper shear" and "paper shear cutting machines/devices". So, I think "shear" might be a more likely translation than an odd abbreviation of "shredder".
