Not sure because of the grammatical errors, but I read these sentences as covering two separate things. The 1st sentence underscores that the offer is valid only once per customer (or maybe once/year) and cannot be re-used, like a winning lottery ticket that's been cashed in. The following two sentences could concern seller's remorse, and possibly also buyer's remorse, giving either party a margin until something has occurred. The company could be saying on the one hand that as long as the offer is known only within the company, but no employee has acted on it by sending out the offer in the form of a letter, the offer can be rescinded (seller's remorse). Or, or maybe in addition, it is also saying that if the client has signed up through the online process, he can reverse his decision for a very limited time period (buyer's remorse). But once the company has either sent out the letter with the offer or has billed the client for the offer for which he has registered, no changes may be made and the offer will be upheld by both parties. Either way, I still think introductory/special offer might work. It's a tricky text...

I like your idea Asa. Here is another excerpt which might shed some light on that: "• Borttag av insteg ska kunna göras samma dag som den är registrerad i xx?Svar: Det är inga problem. Man skulle även kunna ha en regel som säger att man kan ta bort insteget så länge det inte skett något. Steg 1 är utskick av erbjudandebrev/-faktura. När det är gjort kan vi inte ta bort posten."

Do you read the erbjudandebrev being sent afterwards as positive or negative for insteg being an introductory offer?

The text is so poorly written that I am just guessing, but I'm wondering if it could somehow involve an introductory offer, a "försäkringserbjudande," i.e. a first step to coverage which may or may not be renewed after the introductory period. Some companies may offer a reduced rate for the initial three months, e.g. Erbjudande seems to work in the quoted text, as it underscores that it involves a better rate for a limited time period. It is still odd that this would be called "insteg," but that may be because it is seen as a first step in acquiring coverage.
