Yes. Nice is an adjective that's just on the positive side of neutral. We often qualify it to change the meaning, so you can have "quite nice" (about 6 out of 10) up to extremely nice (9.5 out of 10). I would say that "rather nice" more or less equals "pretty good" (7 or 8 out of ten).

"when" or "if" to the "modal" - i.e. "It will look rather nice, if (once) you add (a final touch) to the item? It's still more of a future than a modal, though.

As opposed to "I think it might look very nice"? "I think it will" means that "personally, I'm certain". Or is it the verb "look" that is giving you problems?

taken from a grammer book, no context anymore.. subject maim points, subtopic is modal verbs like can ,could, may, might, will. Modal are always the first word in a group,all modals except for "ought" are followed by the base form of a verb; some samples:
I "must leave" fairly soon.
I think it "will look" rather nice.
People "may be watching."

Do you know that this is the most common of all English adjectives? It can refer to pretty much anything that's just the right side of neutral.
