From a book on Spanish railways for translation to British English. This part refers to the construction of new lines. The "tren carrilero" is the train which arrives alongside the point where the lines are being laid with the very long rails ready to be unloaded (or even prefabricated sections of track?):

A Google search highlights some photos on Flickr, and to some references, one of which translates "tren carillero" as "train for the formation of via" -- which is clearly inadequate. All of the photos (and the video, see the second reference) do feature a train carrying rails.

Explanation:
I trawled through various train/railway glossaries to no avail. I'm going on photo of "tren carrilero" posted by Oliver which appears to be a series of flatbed cars carrying the rails.


Of course, there is also the automated system of renewing/replacing tracks shown in the videolink posted by Mediamatrix and also in the following one, called it would seem "A Tamper Machine" (which actually lays sleepers, ballast and rails) and quite an interesting video
