agree  Pompeo Lattanzi: "Harmless" non ha molto senso, ma non riesco a pensare a cosa potrebbe essere... In questo caso vuole sicuramente dire "non pericolosi", in contrasto ai container VUOTI di liquidi che potrebbero essere esplosivi a causa di vapori residui.

Explanation:
In effetti il container cisterna ha dei costi superiori sia per la manutenzione dell'equipment sia per le spese di ritorno.
I liquidi pericolosi e NON possono anche essere trasportati utilizzando dei fusti caricati in container dry anziché cisterne.
