I'm having a hard time piecing together this phrase. I know what the individual words mean, but am for some reason having difficulty making sense of it. It is written in Brazilian Portuguese but referring to the United States.

Endosso a sugestão do colega que pode-se usar "renovation" em vez de "restoration". Os dois termos sugerem uma reforma geral para melhor/modernizar o imóvel e não um concerto/reparo de um único problema específico.
