En estos términos, las regulaciones relativas al encaje de cierta porción de los fondos que ingresan al país no deberían aplicar, o sea, evitariamos la aplicación del encaje por la porcion del precio de las obras de arte.

In those terms, the regulations regarding the "fitting of a certain amount of the funds" that enter the country shouldn't apply. That is, we would avoid the application of the "fitting" by the part of the price of the works of art.

El 5 de febrero el Banco Central de la República Argentina (el “BCRA”) publicó la comunicación N° A 4901 (la “Comunicación”) que establece nuevas excepciones a la aplicación del denominado “encaje” a los ingresos de divisas en el mercado de cambios por parte de no residentes.

Según lo dispuesto por el decreto N° 616/2005, los ingresos de divisas al mercado de cambios por parte de no residentes en el país, están sujetos a la constitución de “un depósito nominativo, no transferible y no remunerado, por el treinta por ciento (30%) del monto involucrado en la operación, durante un plazo de trescientos sesenta y cinco (365) días corridos”.

I think it would be best to call it a 'cash reserve deposit' to make it clear that it is a deposit made for cash reserve regulation purposes.
