The document, from a University, is full of academic jargon.

I don't want to simply translate as "a plurality of actors" -- that makes little sense.

Does it just mean "several" ?

agree  Tony M: I don't think 'plurality' specifically emphasizes variety or diversity; my only slight qualm is that it has a positive connotation, whereas 'multiplicity' is sometimes used with a somewhat negative one.
