Yes, in the sense of the most frequent usage, locating means finding or identifying where something is - like "I lost my car keys - I can't locate them." But locating also means placing something in a desired place -for example: "where would you like to locate your business?" -"I want to locate my business in Los Angeles, nearest my clientele."

I agree with meirs, this word seems to be out of context, but perhaps not - it might be the author's special personalized form of lingo. I can only think of two options: 1) assume it's an error and consult with your client on how to proceed; 2) assume the author means to say that unskilled investors continuously "focus" or "concentrate" their investment in a specific area/company/industry.
