I'm struggling a little to find the "mot juste" to use in English to convey this Spanish word which occurs a number of times in a Collective Agreement. Travel (time) seems to fit in well in most instances where the word is used in the text, but not always. The word appears on the following occasions:

"La Empresa facilitará a los Representantes de los Trabajadores los desplazamientos necesarios para la realización de sus funciones";

"A/ DENTRO DE LA JORNADA LABORAL

Para los desplazamientos durante la jornada de trabajo se utilizará el documento habitual denominado “desplazamientos de Representantes de los Trabajadores”, que se cumplimentará según lo dispuesto en la correspondiente Norma Interna en vigor";

"B/ FUERA DE LA JORNADA LABORAL

Con la antelación suficiente se realizará la petición a la jerarquía directa quien cumplimentará el citado documento de desplazamientos de Representantes de los Trabajadores” y lo pondrá a disposición del interesado en la Portería.

Si por circunstancias excepcionales de difícil previsión tuviese necesidad de entrar en el Centro fuera de su jornada de trabajo, y, consecuentemente, no pudiese haberlo previsto con anterioridad, podrá solicitar en la Portería el desplazamiento correspondiente, que será cumplimentado por el personal de Vigilancia, teniendo que entregar copia del mismo a la salida, una vez finalizada su gestión".

Elliptical use in many of your instances. They are actually talking about the form to be filled in, so as to be able to claim for travel expenses.

"Entry authorization" is the first thing that came to mind after reading the last parragraph.

However, for :"La Empresa facilitará a los Representantes de los Trabajadores los desplazamientos necesarios para la realización de sus funciones", I would use 'authorization / pertaining document'. I do believe this relates to enter /work in the premises with some kind of authorization pass/permit.

First, I don't think it means the same thing in all the contexts. They are variations on a concept that the workers are familiar with. I suggest the following translations:
First example: 'off-site authorization'
Second example: either 'off-site assignments' or 'time spent off-site', then later, '(off-site) authorization' ('off-site' could be omitted the second time)
The rest would be 'off-site authorization'.

The language may not be exactly what's used, but I think it's the idea.

When I was employed as a professional in a desk job, we always had to get permission to take part in a professional activity outside the building during working hours. It could be it a meeting, a training session, a presentation, a field trip, etc. This was partly for insurance purposes, as well as to keep track of professionals traipsing all over the place, let our supervisors know where we were in case our services were needed, and of course, make sure we weren't goofing off.
