Simon, as you said, this word is pronounced 'jowr' and has nothing to do with the jur in 'pas injur". The word «جور» means «ستم», «ظلم» and "oppression", as in «ظلم و جور». But the idiom «جور کسی را کشیدن» is used in one of the following senses:
- to do someone else's duties instead of them (usually in an unfair way)
- to take the trouble of supporting/[taking care of] someone
- to pay the price/penalty for someone else's mistake/laziness/etc
