Lo que he entendido es que se trata de un sistema de financiación, en el que el estado proporciona dinero a las escuelas superiores según el "taximeter funding system". En este sistema de financiación existe un "taximeter rate per student", que varía según el tipo y el coste de los cursos que desea realizar cada estudiante, y lo fija el ministerio de Educación. Pues bien, el dinero que aporta el Estado en forma de becas o ayudas es igual al número de estudiantes por su "taximeter per student".

Yo introduciría una traducción en la que se explique el término, y dejaría en inglés "taximeter funding". Creo que se podrían utilizar varias soluciones. Lo primero que se me ha ocurrido ha sido: Financiación mediante tarifas estatales ("taximeter funding"), aunque supongo que se puede mejorar dependiendo del contexto.
