Le 27 mars 2007, le professeur Pierre Lunel, délégué interministériel à l'orientation, a remis le schéma national de l'orientation et de l'insertion professionnelle au ministre de l'Education nationale et aux ministres délégués à l'Emploi et à l'Enseignement supérieur. Ce schéma a été élaboré avec l'ensemble des acteurs du système éducatif et de l'insertion professionnelle, pour accompagner les jeunes dans leur parcours de formation vers l'emploi.


Les principaux résultats attendus de la mise en place du schéma national sont :

* la réduction du nombre de jeunes sortant du système scolaire sans qualification ;
* la réduction du nombre de jeunes sortant sans diplôme de l'enseignement supérieur ;
* la réduction du délai d'accès à l'emploi des jeunes ;
* une plus grande diversité sociale dans tous les parcours.



Pour atteindre ces résultats le schéma national retient 28 mesures et quatre axes de travail :

* qualifier tous les jeunes
* orienter activement vers l'enseignement supérieur pour l'emploi
* coordonner, évaluer, informer
* mobiliser et professionnaliser tous les acteurs
