I think the ST more probably refers to 'chairs', rather than 'shoulders' (which is a term I have never encountered in this context, except to refer to how ballast is arranged around the sleepers to prevent continuous-welded track from moving). This webref, for example, gives a rather complete description of railway track and only uses 'shoulder' in connection with ballast.

Parace ser que es la pieza que se encuentra embebida en el durmiente/travesaño y a la que se sujeta el clip.
Soy consciente de que es más una descripción que un térmico técnico, pero es lo único que he podido encontrar después de dar muchas (MUCHAS!) vueltas.
